Through the Geo IP Detection feature in Magento 2 GDPR Cookie Consent, you can show the cookie banner only in countries where GDPR is applicable. For example, if the visitor is from the European Union, the banner will show; otherwise not. This does not affect the site speed, and users from non-GDPR regions do not have to be bothered by the banner. Magento 2 GDPR Cookie Consent also allows you to turn this feature ON or OFF from the admin, so you can show a banner according to your target audience.
